These rumors appear to be based on a misinterpretation of a section of the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\/text\" target=\"_blank\">Infrastructure Investment and Jobs Act<\/a>\u00a0that is currently (as of October 1, 2021) making its way through Congress. <\/p>\n\n\n\n<p>The infrastructure bill does not impose a mileage tax. Rather, this bill proposes a \u201cnational motor vehicle per-mile user fee\u201d pilot program to study the impacts of a mileage tax.\u00a0<\/p>\n\n\n\n\n\n<p><a href=\"https:\/\/uspirg.org\/sites\/pirg\/files\/reports\/A%20New%20Direction%20vUS.pdf\">Since 2000<\/a>, fuel tax revenues have declined significantly due to a confluence of factors. For one,\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-10-05\/americans-are-driving-less-than-before-pandemic-and-it-s-permanent\">people are driving less<\/a>, and when they do drive, they\u2019re more efficient than ever \u2013 fuel economy reached a\u00a0<a href=\"https:\/\/www.energy.gov\/eere\/vehicles\/articles\/fotw-1177-march-15-2021-preliminary-data-show-average-fuel-economy-new-light\">record high<\/a>\u00a0in 2020 at 25.7 miles per gallon. The adoption of electric vehicles and other alternative fuel vehicles, which has been\u00a0<a href=\"https:\/\/www.freightwaves.com\/news\/evs-for-all-what-bidens-executive-order-means-for-gig-economy\">called for by Biden himself<\/a>, has also limited use of the pumps. And because the gas tax hasn\u2019t been sufficient to cover the costs of transportation infrastructure\u00a0<a href=\"https:\/\/uspirg.org\/sites\/pirg\/files\/reports\/A%20New%20Direction%20vUS.pdf\">for at least the past decade<\/a>, everyone is paying for our roads, even those who don\u2019t drive on them.<\/p>\n\n\n\n<p>For the Biden administration, the answer could be in a vehicle miles traveled (VMT) tax. The administration\u2019s $1 trillion\u00a0<a href=\"https:\/\/www.epw.senate.gov\/public\/_cache\/files\/e\/a\/ea1eb2e4-56bd-45f1-a260-9d6ee951bc96\/F8A7C77D69BE09151F210EB4DFE872CD.edw21a09.pdf\">infrastructure package<\/a>\u00a0proposes allocating a total of $125 million over five years to test pilot programs for a road usage fee under which drivers are taxed by miles traveled. But while a VMT tax program might help the nation\u2019s faltering transportation infrastructure, it could have some negative implications for other transportation industries.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Biden\u2019s\u00a0Build Back Better plan\u00a0does not impose a new mileage tax.
